As the boundary river between Shenzhen and Dongguan, Maozhou River was once the “most polluted river in the Pearl River”. In recent years, the provincial party committee has attached great importance to the comprehensive water environment improvement work. Provincial Party Secretary Li Xi has served as the province’s first river chief and has taken the lead in supervising the pollution control of Maozhou River. After three stages of effective governance, Shenzhen and Dongguan cooperated to fight, and the water quality of Maozhou River has been significantly improved. Data shows that in the first five months of this year, the ammonia nitrogen and total phosphorus concentrations in the Maozhouhe Republic Village National Examination were significantly lowered by 35.2% and 41.1% year-on-year respectively.

The Maozhou River has changed, from “black and smelly” to “colorful”! Pinky yellow canna, purple-blue Zheli flowers, gray-green flower-leaf reeds, green windmill grass…Komiks…Now, more than 500 plants have enabled Yanluo wetland to have flowers all seasons, and many birds also appear here.
There are also “secrets” hidden at the roots of these plants. “Most of the organisms planted in the wetland park take into account the dual functions of beautification and water quality purification.” Hu Haitao, director of the Maozhou River Management Office of the River Management Center of the Shenzhen Water Affairs Bureau, introduced that 1.8 million cubic meters of treated Maozhou River sewage enters the wetland park every day. After purging through ecological purification science popularization area (pretreatment), Wandering Flower Sea Tour Area (vertical undercurrent wetland), and gurgling stream conservation area (top flow wetland), the water flowing out of the wetland park can meet the IV standard of surface water, thereby replenishing and improving the water quality in the middle and upper reaches of the Maozhou River.

The “refining of” permeable bricks in the mud flats
In the process of the Maozhou River management, one of the major problems stems from the treatment of the mud flats. According to the introduction, there are 4.2 million cubic meters of polluted sediment in the Maozhou River Basin. Where can these sediments be transported? How to deal with it? Will it cause secondary pollution? It is an inevitable part of the management of Maozhou River.
Tao Ming, director of the Office of the Maozhou River Basin Comprehensive Water Environment Improvement Command of China Power Construction, mentioned in an interview with the media that the water quality of Maozhou River is not just about organic matter pollution, and there is also severe pollution in inorganic matter.
In order to find a better “residence” of these bottom muds, the Shenzhen Municipal Government worked with China Power Construction to excavate, process and reuse these sludge.
Now there are many dredgers walking along the Maozhou River. After these dredgers carried out environmental protection and dredging of the river, they sent the sludge through pipelines to the Maozhou River No. 1 subsilt treatment plant of China Power Construction Maozhou River on the bank of the Maozhou River.
According to Zhai Deqin, deputy chief engineer of China Power Construction Water Environmental Governance Technology Co., Ltd., turning these silt into treasures in an environmentally friendly way is the key to dealing with these silt.
It is understood that the residual soil or mud cake formed by dehydration and harmless treatment of contaminated bottom sludge is mainly used for dam filling or backfill of other engineering foundations. In addition, part of the residual soil is used for carbonization of ceramic granules and brick making. At the same time, after the residual sand washed through the mud and sand separation system, the residual sand was tested to be harmless by the sand washing screening process, and then used for artificial ground, pipeline engineering trench backfilling, etc.
It is understood that every permeable brick in Yanluo Wetland originates from the bottom mud dug in Maozhou River. These bottom muds returned to the Maozhou River with a different appearance.

Maozhou River is located in the northwest of Shenzhen. Its main stream flows through Guangming District, Bao’an District and Chang’an Town, Dongguan City, with a basin area of 388 square kilometers. Among them, there are 311 square kilometers in Shenzhen and 77 square kilometers in Dongguan. The governance of Maozhou River involves two cities and three places, and there have been long-term drawbacks of different main and tributary rivers, segmented governance, and fragmented construction. In order to change this situation, the Guangdong Provincial Department of Ecology and Environment took the lead in carrying out supervision of the governance of key river basins such as Maozhou River, and established a “1+2+3” working framework for the comprehensive improvement of Maozhou River with the “Provincial Department of Ecology and Environment + Shenzhen, Dongguan City + Bao’an District, Guangming District, and Chang’an Town”, and established a “two weeks and one meeting” working mechanism. So far, four comprehensive pollution control coordination meetings have been successfully held in the Maozhou River Basin, forming a “one map” for water quality notification.The engineering measures are “one table” and a good communication work coordination and promotion mechanism has been established.
At the same time, Shenzhen and Dongguan City carried out joint cross-law enforcement operations in the Maozhou River Basin. It has been carried out three times this year. Shenzhen and Dongguan dispatched 657 law enforcement personnel, inspected 190 enterprises, found 45 enterprises with environmental problems, filed 21 cases, rectified 24 cases, and seized 1 case.
After unremitting efforts of the Provincial Department of Ecology and Environment and the two cities, the water quality of Maozhou River has undergone significant changes. Data shows that from January to December 2018, the ammonia nitrogen and total phosphorus in the national examination section of Maozhouhe Gonghe Gonghe decreased by 49.8% and 61.1% year-on-year respectively, achieving neither black nor odor. In the first five months of this year, the concentrations of ammonia nitrogen and total phosphorus in the national examination sections of Maozhouhe Gonghe Gonghe fell sharply by 35.2% and 41.1% year-on-year respectively. Water quality maintains rapid improvement momentum.
